Job Vacancy: Fiber Optic Manager – Telecom & MOC Projects
Job Description
A leading company in Kuwait is looking for an experienced Fiber Optic Manager with strong expertise in telecom operator environments, Ministry of Communications (MOC) projects, OSP/ISP infrastructure, and FTTH network deployment.
The successful candidate will be responsible for managing large-scale fiber optic projects from planning and field surveys through installation, testing, approvals, and final handover.
Job ResponsibilitiesMOC & Telecom Compliance- Supervise fiber optic network installation and civil works according to Kuwait MOC specifications.
- Ensure proper construction of manholes, handholes, underground ducts, and distribution cabinets.
- Monitor excavation and reinstatement works to ensure compliance with approved standards.
- Ensure all project activities meet operator and government requirements.
- Manage end-to-end telecom infrastructure projects.
- Coordinate route mapping, field surveys, design, installation, testing, and handover.
- Monitor project schedules, manpower, materials, equipment, and overall progress.
- Coordinate with operators, consultants, contractors, and internal engineering teams.
- Ensure projects are completed within approved timelines and quality requirements.
- Coordinate with the Ministry of Communications (MOC) for project approvals and technical requirements.
- Liaise with Kuwait Municipality and utility committees regarding permits and route approvals.
- Follow up on excavation permits, civil approvals, inspections, and project handover.
- Maintain proper documentation for government and operator requirements.
- Supervise fiber optic testing and network certification.
- Ensure OTDR and Power Meter testing meets approved technical requirements.
- Review fiber test results and resolve technical issues.
- Ensure proper fiber splicing, termination, labeling, and documentation.
- Maintain high-quality standards across OSP and FTTH installations.
- Supervise civil and telecom subcontractors and vendors.
- Monitor manpower, materials, tools, and equipment requirements.
- Ensure contractors follow approved SOPs, safety procedures, and quality standards.
- Evaluate contractor performance and address project issues promptly.
- Develop preventive maintenance plans for fiber optic networks.
- Establish emergency corrective maintenance procedures.
- Monitor network performance and minimize service interruptions.
- Support SLA requirements for commercial and enterprise customers.
- Coordinate rapid response to fiber faults and network outages.
- Support the commercial team with project costing and pricing.
- Estimate material, subcontractor, manpower, technical resource, and overhead costs.
- Review project quantities and requirements.
- Assist in preparing competitive commercial proposals and budgets.

- Bachelor’s Degree in Telecommunications Engineering, Electrical Engineering, or a closely related technical field.
- Minimum 8 years of total experience in telecom infrastructure.
- At least 3–5 years of experience managing MOC fiber projects or large-scale telecom operator rollouts.
- Experience with telecom operators such as stc, Zain, Ooredoo, or similar large-scale network projects is highly preferred.
- Strong knowledge of Kuwait MOC technical specifications and local permitting procedures.
- Experience coordinating with government authorities and utility committees.
- Strong leadership, project management, and problem-solving skills.
- Excellent knowledge of fiber optic installation, testing, splicing, and network deployment.
- Must be currently residing in Kuwait.
- Transferable Article 18 residency required.
- Valid Kuwait Driving License required.
- Fluent English communication required.
- Professional Arabic communication is highly preferred for ministry and government coordination.
