Job Vacancy: Fiber Optic Manager – Telecom & MOC Projects

A leading company in Kuwait is looking for an experienced Fiber Optic Manager with strong expertise in Telecom Operator environments, Ministry of Communications (MOC) fiber infrastructure, OSP/ISP, and FTTH network projects.

The ideal candidate should have extensive experience managing large-scale telecom infrastructure projects, government approvals, civil works, network testing, contractors, and operator handovers.

• Manage large-scale fiber optic, OSP, ISP, and FTTH network projects from planning through final handover.
• Ensure fiber network installation and excavation comply with Kuwait MOC civil plant specifications.
• Oversee construction of manholes, handholes, underground ducts, distribution cabinets, and related infrastructure.
• Manage route mapping, field surveys, network deployment, testing, and commissioning.
• Coordinate with Ministry of Communications, Kuwait Municipality, and utility committees for permits and route approvals.
• Manage government and operator requirements throughout project execution.
• Supervise OTDR and Power Meter testing and ensure test results meet approved standards.
• Coordinate with telecom contractors, civil contractors, vendors, and subcontractors.
• Ensure proper implementation of safety procedures, materials management, and project SOPs.
• Develop preventive and emergency maintenance plans to maintain network uptime.
• Manage network SLA requirements for commercial and enterprise customers.
• Support the commercial team with project costing and pricing.
• Estimate costs for materials, subcontractor services, technical resources, and project overheads.
• Prepare project documentation, progress reports, testing records, and handover documents.
• Lead technical teams and ensure projects are completed within quality, cost, and schedule requirements.

• Bachelor’s Degree in Telecommunications Engineering, Electrical Engineering, or a related technical discipline.
• Minimum 8 years of total experience in telecom infrastructure.
• At least 3–5 years of experience managing MOC fiber projects or large-scale telecom operator rollouts.
• Experience with major telecom operators such as stc, Zain, Ooredoo, or similar regional fixed-network projects is preferred.
• Strong knowledge of Kuwait MOC technical specifications.
• Knowledge of government testing requirements and local municipal permitting procedures.
• Expert understanding of OSP/ISP civil works.
• Strong knowledge of single-mode long-distance fiber optic cabling.
• Experience in fiber splicing and fiber network commissioning.
• Strong understanding of GPON / FTTH networks.
• Knowledge of high-capacity fiber connectivity and up to 10 Gbps symmetrical connectivity systems.
• Strong project management and contractor supervision skills.
• Excellent leadership, communication, and problem-solving abilities.

• Must be currently residing in Kuwait.
• Transferable Article 18 Visa required.
• Valid Kuwaiti Driving License required.
• Strong knowledge of Kuwait telecom infrastructure and government approval procedures.
• English fluency required.
• Professional Arabic language skills are highly preferred for ministry and government coordination.
