Job Vacancy: Senior Procurement & Tendering Officer
Job Description
A company in Kuwait is looking for an experienced Senior Procurement & Tendering Officer to manage international sourcing, supplier relationships, government and Oil & Gas tenders, commercial costing, shipping coordination, and client follow-up.
The ideal candidate should have strong knowledge of the Kuwait procurement and tendering market, particularly with organizations such as KOC, KNPC, KIPIC, KGOC, EQUATE, CAPT, and similar government or semi-government entities.
Key ResponsibilitiesInternational Procurement & Sourcing- Manage international sourcing activities across Europe, Asia, USA, and GCC markets.
- Identify, evaluate, and develop reliable international suppliers.
- Issue RFQs and obtain competitive quotations from suppliers.
- Compare supplier offers based on price, quality, lead time, payment terms, and warranties.
- Negotiate commercial and contractual terms with suppliers.
- Finalize supplier payment and commercial terms in coordination with management and relevant departments.
- Identify alternative suppliers and products to achieve cost savings and improve procurement efficiency.
- Prepare competitive commercial quotations and tender submissions.
- Handle tenders for KOC, KNPC, KIPIC, KGOC, EQUATE, CAPT, and other government and semi-government entities.
- Prepare landed-cost calculations, pricing, margins, and bid comparison sheets.
- Review tender requirements and ensure all commercial documents are complete and accurate.
- Coordinate bid bonds, performance bonds, vendor registrations, and pre-qualification requirements.
- Monitor tender deadlines and ensure submissions are completed on time.
- Track tender outcomes and maintain accurate tender databases.
- Coordinate international shipments from suppliers to Kuwait.
- Manage Incoterms, freight arrangements, customs clearance, and shipping documentation.
- Coordinate with freight forwarders, customs agents, suppliers, Finance, and internal departments.
- Ensure shipping documents and commercial requirements are properly completed.
- Monitor shipment progress and resolve logistics-related issues when required.
- Develop and maintain strong relationships with suppliers, clients, and business partners.
- Follow up with clients regarding quotations, tenders, requirements, and commercial matters.
- Maintain updated supplier and tender databases.
- Monitor supplier performance, pricing, delivery timelines, and commercial terms.
- Build long-term supplier relationships while maintaining competitive procurement costs.
- Bachelor's degree in Engineering, Supply Chain, Business Administration, or a related field.
- 5–8 years of relevant experience in procurement, tendering, sourcing, or commercial roles.
- Strong experience dealing with KOC, KNPC, KIPIC, KGOC, EQUATE, CAPT, or similar Kuwait government/Oil & Gas entities is highly preferred.
- Strong knowledge of international procurement and supplier sourcing.
- Good understanding of shipping, Incoterms, Kuwait customs procedures, LC and TT payment methods.
- Excellent negotiation, commercial costing, and analytical skills.
- Strong knowledge of tender preparation and commercial submissions.
- Excellent written and spoken English.
- Arabic language knowledge is an advantage.
- Strong MS Excel and ERP skills.
- Experience with SAP, Oracle, Odoo, or similar ERP systems is preferred.
- Valid Kuwait Driving Licence is an advantage.
- Transferable Article 18 residency is an advantage.
- CIPS, CSCP, CPSM, or similar professional certification is preferred.
