Job Vacancy: Fiber Optic Manager – Telecom & MOC Projects

A leading telecom infrastructure company is looking for an experienced Fiber Optic Manager with strong expertise in Telecom Operator environments, Ministry of Communications (MOC) projects, OSP/ISP infrastructure, and FTTH networks.

The successful candidate will be responsible for managing large-scale fiber optic deployment projects, government approvals, civil works, network testing, contractors, and operator handovers.

• Manage fiber optic network installation and excavation according to Kuwait MOC specifications.
• Ensure proper construction of manholes, handholes, underground ducts, distribution cabinets, and related civil infrastructure.
• Ensure all works comply with approved technical standards and government requirements.

• Lead large-scale OSP, ISP, and FTTH telecom projects from planning through final handover.
• Manage route surveys, mapping, engineering, deployment, testing, and commissioning.
• Coordinate with telecom operators and government authorities throughout project execution.
• Ensure projects are delivered within approved schedules, budgets, and quality standards.

• Coordinate with the Ministry of Communications (MOC) for project approvals and inspections.
• Liaise with Kuwait Municipality and utility committees for permits and route approvals.
• Follow up on government inspections, approvals, testing, and final project handovers.

• Supervise fiber optic testing and network certification.
• Ensure OTDR and Power Meter test results meet approved standards.
• Review test reports and ensure all network documentation is complete and accurate.
• Monitor quality of fiber installation, splicing, termination, and commissioning.

• Supervise civil and telecom subcontractors.
• Ensure contractors follow safety procedures, SOPs, and project specifications.
• Coordinate material delivery, manpower, equipment, and site activities.
• Monitor contractor performance and resolve technical or operational issues.

• Establish preventive and corrective maintenance procedures.
• Develop emergency response plans to minimize network downtime.
• Monitor network performance and ensure compliance with agreed Service Level Agreements (SLAs).
• Support maintenance activities for commercial and enterprise telecom networks.

• Work with the commercial team to prepare project pricing and cost estimates.
• Estimate costs for fiber materials, civil works, subcontractors, technical manpower, and project overheads.
• Support preparation of competitive commercial proposals.

• Bachelor's degree in Telecommunications Engineering, Electrical Engineering, or a related technical field.
• Minimum 8 years of total telecom infrastructure experience.
• At least 3–5 years of experience managing MOC fiber projects or large-scale telecom operator rollouts.
• Experience with major telecom operators such as stc, Zain, Ooredoo, or similar operator-grade projects is preferred.
• Strong knowledge of Kuwait MOC technical specifications and municipal permitting procedures.
• Expert knowledge of:
  • OSP / ISP fiber infrastructure
  • FTTH / GPON networks
  • Fiber optic civil works
  • Single-mode long-distance fiber cabling
  • Fiber splicing and termination
  • OTDR and Power Meter testing
  • High-capacity fiber networks
  • Up to 10Gbps symmetrical connectivity systems
• Strong project management and leadership skills.
• Excellent contractor and vendor management abilities.
• Strong communication and problem-solving skills.

• Must be currently residing in Kuwait.
• Transferable Article 18 residency required.
• Valid Kuwait Driving License required.
• Strong English communication skills.
• Professional Arabic communication is highly preferred for coordination with government authorities.
